No, I meant make a fresh install of your phone, backup your apps, make a nandroid backup in TWRP, then manually wipe system/data/cache/dalvik and then flash ROM, gapps, SuperSU ... maybe let the first boot proceed, let the phone settle and then reboot back to recovery and flash Quanta.Can you elaborate? Do you mean repair file system in TWRP?
In case this won't work, my last advice is to flash a factory image from Google with all those wipes it provides so the sdcard too (so it means you have to backup all of your data from internal memory).
But maybe someone else would suggest some better thing.
