these voltages depend on The quality of the cpu used in the devices ( identified by cpu binning )
The better the quality the lesser the voltage it needs to run for the defined set of frequencies.
for example this is my voltage table :

    What is Mild undervolting (stable)??

    Undervolting mean: Keep the same frequency but in lower CPU voltage, that's help CPU using less energy while providing same performance.
    The only undervolting drawback: STABILITY. Instability may cause: random reboot, random choking, and it may not even boot if heavily undervolting.
    Example:
    Some CPU stable at [email protected], but some CPU have to use 1.10volt to stable at 2.0ghz. But some good quality CPU can be stable at [email protected]
    Due to quality of the CPU dies, some cores have to use more energy to be stable. That's why manufacturer usually use a little higher voltage for their CPU to make sure it stable. The more quality of the CPU dies, the less voltage it needed.
