Custom ROM variant will only support ROMs that follow CAF/AOSP wifi module usage (I tested on OMNI). So if you use a custom ROM with builtin driver (like LOS), you're out of luck.
Also checkout latest recommended blu_spark extras with blu_twrp v9.101 (Pie support).

I am only interested on debugging stuff in stock and stable OOS (with logs and reproducible steps to replicate the issue).

If you would have read and understood the op you would have been enabled to give the answer yourself.
Make familiar with things you don't understand but want to.
That way you'll avoid spoonfeeding and calling you a noob
In general: batt performance is perfect.... if you have the kernel configured right.

I started having those problems, when I updated to the newest 184 kernel (and before that newest OOS rom).
It is definitely related to the update, but you seem to believe it is not a kernel problem?
Using Whatsapp with r184 with no such issue.
