For some reason, when I turn on fastlane with thresholds of 40 for both big and little cores, my big and little cores do not downclock to 300 mhz. the big cores stay at 1056 mhz while the little cores stay at 1036 mhz. Deep sleep works perfectly though.

Same here. Can confirm
Lowering fastlane threshold will make freq scaling more agressive and lower freqs can be used a little less.
Nevertheless, all freqsrange are used the same.
Depending on the tool you use to check "realtime" freq can induce in error, like the freqs are sticky in some step: the freq already changed a thousand times in between because is very dynamic, the sampling time make it look like it's stuck.

Best kernel so far. But since r25 I have wifi issues. And with r27 I have no root(magisk) and wifi issues after every next restart. First time with r27 my hole phone freezed. I did a clean reflash. With elementx and franco it works fine. Very sad...

"First time with r27 my hole phone freezed" just seems you probably have something derping hard there.
There's no reason for those misbehaves from my end, without proper logs and other solid info nothing I can do.
I prefer to use own proper build and optimized drivers and modules ad I only care on what I have. So the all comparison counts for nothing.

You must be using it badly because I have no problems here, no wifi issues, rooted with magisk, no freezes... phone is flying high with r27.

Well ok makes sense. I let it on 35 for now and look how it's perform in % per hour.

Im using EX Kernel Manager for check the freqs

OK, I tried fastlane threshold 35 and both cores are downclocking flawlessly now for some reason. Threshold 40 still doesn't work but 35 downclocks properly.
Just as an aside, I also have touch boost off.

Again, doesn't matter if it's 35 or 40 or 50 or 60. It's the same.
What you have is min freq changed to input boost freq when turning off touchboost.
You need to turn off cpu boost before seting touchboost off. After tou can turn cpu-boost again.
You guys only tell half stories and hope for guess magic... touchboost on/off stuff already discussed and answered by me a couple times already.
