On idle its about ~200-300ma
and yes its enabled.

Substratum now successfully builds and enables overlays with this 10.5.9 1/22 and subs 561 and phh superuser. This is the first fireice since 10.5.7 that has done so for me, thanks.quick test update.

Yeah, you can edit your device's label in the build.prop. The reason it changes the device model to the Shield is to enable using GeForce Now, GameStream, etc. -- all the nVidia stuff mentioned in the kernel thread OP.probably just something you can edit in your build prop, no?
