since I'm on bulletproof the minfree settings are set to stock. any other settings and the rom becomes unstable.

I'm using bulletproof an I do not have that problem I use multitasking an Stable for me. Well good luck on your issue.

Using this kernel, my battery life increases heavily but it kills my FM radio. Is anyone aware of this, or care? Lol. Its def the kernel.

Unlikely. The kernel source for the new (4.13.651.4) update has not been released. You can try it but there is a strong chance it will turn your phone into a fancy expensive paper weight.

I can understand that version of Bulletproof not being compatible, but the reason I asked about "ElementalX-m7-8.4" & "Bulletproof-m7-8.1" is because they're for "Sense 5.5 / Android 4.3" & Viper4G 4.0.0 is "Sense 5.5 / Android 4.3". Gonna miss Tap/Swipe-To-Wake.

(Sorry I put "ElementalX-m7-Sprint-13.1" in my original post, that was a miss copy/paste. "ElementalX-m7-Sprint-13.1" is for Android 4.4/4.4.2.)

Kernels are dependent on the device, not the Android version. Otherwise, we wouldn't have to port roms if the screen resolution is the same between the two devices.

Kernels are only run on the device that they were built/ported for.
