Works on crDroid PIE BETA ROM (mido) I have tested it .Thread name specifis oreo/pie but didn't find pie supporton any change log. Please let me know if i can use this kernel on pie based rom.

It could cause problem. The best practice when moving from one custom kernel to another is to revert to stock kernel first (flash stock boot.img or complete rom zip will do this) before flashing this kernel.I am currently in Official RR rom 6.2(Oreo) with latest franco kernel r13 installed. I want to install electrablue. Can I just dirty flash it? Is this safe?
Have you tried electron? That is the default governor for balanced performance.Cpu always stuck at 1500 even using alucard or chill governor. Any solution?

I think you should post details of the problem like, if you dirty flashed or clean flashed rom and kernel, how much time is it taking to charge? Which governor are you using? If you have made any changes in kernel adiutor, if you are using your phone while charging? Are you charging with standard xiaomi wall charger?....etc
I have clean install lineage 15.1 and then just flash the kernel.. The only changes i've done in kernel are i uncheck and theb3 settings in thermal because my phone charges slow when i got high cpu usage or when my battery temperature is up to 30 celsius. Revert back to original settings. Enable usb fast charging in battery section only and set cpu governor to electron and gpu to msm-adreno-tz and apply on boot both in kernel adiutor(I have made only these changes) then see if the charging is faster and I don't recommend using your phone while charging, its not good for your battery.I have clean install lineage 15.1 and then just flash the kernel..
