Kernel & rom improvement

Hello,

First of all that not a crying post. I'm only here to understand and help (if i can)
Actually we can see some dev working on mokee/LOS but on MM.
Xiaomi have realeased sources for markw so why can't we work on N actually ?
I don't understant the limitation. Does the kernel sources is specific for MM or something else ?
I slowly try to understand how all work for doing rom so i try to learn
