if the steps are done correctly you should be able to crash the bootloader, please read the comments above for solutions.

To lock again the pad, you just need activate the debug USB and power off the device and go to fastboot mode and on cmd in computer you type:
1. fastboot devices (to see if your device is there)
2. fastboot flashing lock and select the option on your device and done.

ONLY LOCK IF YOU HAVE THE LATEST UPDATE IN ZUI (ZUI_13.5.476_ST).

In 2023 this ZUI 14 is the latest.

If you have a global rom from xioxin pad 2022 and procesor snapdragon 680 and intend to install zui and lock bootloader to get L1, HAHAHA and sn.img no need.
