There is no such limiting setting in Mobile data.
Can I Install a custom rom or Root my cell phone kindly guide in this regard!

You can't. That's the problem. The only thing there is is the GSM unlock and if that's not working for you then you're kinda out of luck.

From LG's Security Notes on the ZVB update they have patched the ability to change some things in the hidden menu, this is what I was afraid of. I think your only options are to pay an unlocking service or sell the phone.

Yeah I just quit Samsung for the same reason. I guess the only way to go is Nexus now and Google Fi looks like a great deal too.

What do you mean? The firmware? It’s not available for download other than OTA update if that’s what your asking.
