LG V20 US996 Rent a center LOCK

Hi everyone, I hope this is not ilegal or something... Well the thing is I got scammed on eBay buying and unlocked lg v20 us996, I already opened a dispute in PayPal but in the meantime I'm trying to fix this...

I've read some "solutions" but it's not at all explained so I've friend EVERYTHING and nothing works. My bootloader is locked and I don't have enabled OEM unlock nor USB debugging . So my question is, is there any way to activate these two other than in the phone itself ? (I can't do it the normal way since the RAC message blocks absolutely everything on the phone)

Could someone that has done this before walk me through this? I would extremely appreciate it!!!

I am not a moderator on here, but IMHO discussing how to remove the lock on a piece of rented equipment (even if you WERE scammed) is way outside the scope of these forums.

Again, IMHO discussing carrier unlocking a phone shouldn't be allowed because if you owned the phone, the carrier will unlock it for you. So both of these topics deal with equipment that you do not personally own.

If it release safe mode it will be rent-a-center lock again?
