I am afraid at the moment there is no March security patch for 17.1 so no new rom.
Google stopped providing AOSP updates for Android 10. The LineageOS team will backport some security fixes to LineageOS 17.1 but the Security Patch version will remain on February. There has been a problem with the changes to 17.1 you mentioned and they are not merged yet1I am pretty sure. Google generally supports android versions for about three years. See this stackoverflow post.
