I am afraid at the moment there is no March security patch for 17.1 so no new rom.
Google stopped providing AOSP updates for Android 10. The LineageOS team will backport some security fixes to LineageOS 17.1 but the Security Patch version will remain on February. Because of the backported fixes a regular new build might still be desirable.

Are you sure of this as the update was very late and perhaps Android decided this month not to generate 17.1 and 16.0 unless you know differently?
I suggest we wait for April's security patch to see.

New list of 17.1 security fixes but one file has an orange flag
It also appears they are going to bump the security string, from today
Good News the orange flag has gone.
There is now a new reviewer who like you has noted it has not been updated since February and therefore probably needs more patches!
They say the above is fixed and repo sync will take care of it.

I'm assuming, given we're in May now and there was no March nor April security update, that this really is the end of the line for security updates for crackling?

For a little while it looked like the MoKee builds for crackling might have a chance at offering security updates, but MoKee stopped building new ROMs for crackling soon after the official LineageOS builds for crackling stopped. And now it looks like the MoKee project is dead.
