1-Do I Need To Flash This ROM above Stock ROM Or It Does Not Matter Cause I Am On CM 11 Unofficial Flamingo?

Yes you can flash it over cm 11 just make sure you perform a clean flash

How Is The Battery Life?

Can You tell Me What are The Features In This ROM (By Features I mean The Features Which are in cm Roms Like Center Clock,Privacy Guard,Performance Profile,Etc)?

Is Substratum Theme Manager Working Fine?

This ROM gives me around 1 day battery backup with normal usage (I don't play games).
This is a lineage os (evolved from cm) so it has basically all features of cm 11 and many more features are included in it.
For me substratum is working fine but the ROM doesn't implements OMS now, but it will be there soon...

I was able to flash this ROM. I followed the instructions stated above but my d2203 was just stock at the LOS boot logo. I don't know what I did wrong. I came from stock KitKat rom before I flashed this. If that helps. HELP PLS! I really wanna try this ROM so badly

Don't copy paste the commands... Better type as new, this solved for me.

It meant that some time there may be problems when you copy paste and that it is necessary to rewrite the command but for you we identified your problem ,i whait your return by private message (problem of bootloader and fastboot driver)

That's a pixel style app drawer. Could be any launcher. Best try Nova launcher.
