Live Wallpaper on windows 10

Hey all, recently got a beefy laptop and I am trying to make a lich king on a throne as my live wallpaper. Anyone here who can help?

No, I do not want the VLC method of it, in case someone tries suggesting it

The best method I know and I've been using is through Wallpaper Engine on Steam, not only is it powerful, it has steam workshop support, a big community and an app coming to Android too, easily one of the best 3 bucks I've spent.
