Losing encryption on boot

Hi all. On my current N6 (and previous N5) any time I enable full device encryption and boot unlock encryption all is well for a while until one day I reboot and no longer have to enter my pin to unlock the bootloader. I did double check and in settings it still says I am encrypted. I always run stock rom and am not rooted. Not sure if it is connected but today I opened Android pay to see if my bank is supported yet but got the cannot pass safety net message. Running bone stock 7.0 android from the Android developers download page. Not rooted, nothing fancy. Any ideas?
