As of today, Camera Extras are available for free for everyone on the Marketplace .

I can't say whether it's restricted to Nokias only.

Yea you can install it, but you can't run it unless you have the Mango update, which O2 STILL have not approved

You can always use NSS Pro. My brother's Lumia couldn't be updated through Zune. NSS Pro along with Nokia's firmware download software were able to do the job.
