M3 Youth Edition 10.1 - Can't find any info about it.

There is a sale on 3/32 wifi-only version of this device, I think 200$ is a good price for it.

But I can't find any info about it. Looks like it's only for chinese market. And I'm not sure if it's possible to localize it to language other than chinese and english (I'm interested in russian).

Could you help me to find some information about it?
