m7 dual 802w not detected via usb on pc

i have htc one dual m7
locked bootloader 2.49
s-off
cid111111

has stock recovery

usb charging is ok
otg not detecting usb

when usb cable connected phone shows message for installing htc sync
but nothing appears in device manager

i am unable to flash any rom even via sd card 9( cid error is shown but my boot loader is showing super cid )

any help is appreciated
