makes calls without cellular connection

I am going to be going to costa rica for the summer for school, and I was wondering if there was a way to make calls over wifi to the U.S that doesnt require a cellular connection because I have the arrive (no sim) and wont be able to connect to any towers over there

Also I have an epic 4G laying around somewhere so if it is possible for android then please tell me that way

also my phone is Dev unlocked also if that is required
