it seems, that for some Builds the download speed is normal, also better than in others. For example i'm using Futureshocksbuild and the beta desire hd2. In Futureshock the speed is low and it takes about some minutes to download 2 MB. But in desire hd2 i tried the same app and download finished in seconds. Other Apps were also succesful.
So maybe chefs have a solution and share it? to make every build perfect?
