Mediapad m3 -- no play store or HiApp, what to do?

I received a used Mediapad M3 and it does not have the Play Store, HiApp, or a web browser on it that I can find anywhere. Does anyone have any suggestions? I also can't find a file browser to even load an APK on an SD card.

Try sending APK via Bluetooth....it should show up in notification and let you install, remember to allow 3rd party apps to install from security settings.
