Mi4c Camera issues (blurry in low/fluorescent light)

my opinion - on daylight its very good - at Evening - Night its "so so" (most photos taken during darker enviroments are not sharp because the camera takes too long to take a photo of my little child - maybe its also because children don't stand still :))....

But it's way better than the camera of my old Moto G first gen

In my opinion, all smartphone cameras are bad when it comes to low light (don't know about the newest generation Samsung S6 or Sony Z5, but even my Nikon D80 DSLR isn't fast enough in low light to take sharp pictures of my little daughter without flash). I think the Mi4c camera isn't that bad. It takes better low light pictures than my Sony Z1 "Camera Phone" ;) in general, you always have to fight to take good low light shots with a smartphone. And taking sharp pictures from little kids indoors is one of the hardest fights, even for a DSLR :D

I have two questions that I think would help make this subject more clear.

1) how are low light photos if you place the phone still on a table and take a picture of a still object?
2) how are low light photos if you manually set a shorter shutter time?

The pictures here are taken very instantly, perhaps the post processing is somewhat sacrificed? Outdoor or neon lamps lighting gives the best result, I see no noise with it. With fluorescent, however, the noise comes in. I don't have blur problem, though. Same IMX258 sensor.

Here i have very best method with which you can boost up DSLR speed. The following method is given from Nikon D80 Manual therefore, in case you feel any issue in understanding or implementing these steps, directly visit to given manual and take help from there:
Turn your camera on and then turn the Mode dial to align the S with the indicator line.
Select your ISO by pressing the i button on the back of the camera.
Press up or down on the Multi-selector to highlight the ISO option and then press OK.
Press down on the Multi-selector to select the desired ISO setting, then press OK to lock in the change.
Point the camera at your subject and then activate the camera meter by depressing the shutter button halfway.
View the exposure information in the bottom area of the viewfinder or by looking at the rear LCD panel.
While the meter is activated, use your thumb to roll the Command dial left and right to see the changed exposure values. Roll the dial to the right for faster shutter speeds and to the left for slower speeds.
