Make sure the ROM file has been extracted completely with no corrupted files.
Extract the ROM file in the root directory such as drive C:\ or D:\.
Make sure no single space in the folder name path.
Ensure the Mi Flash tool is run as Administrator (Right-click > Run as administrator).

Use Mi Flash to recover the phone.
Twrp, use recovery roms not fastboot roms.

Maybe your rom was in A11 and you used TWRP A11 for an A12 rom version.

wipe,format data type yes reboot TWRP/O.F
flash rom.
I advise you to use Miflash, you go from A11 to A12 and the fastboot roms contain all the imgs unlike the recovery which is used to update or troubleshoot.
