Does thee and android 4.2 update includes miracast?

Yes it does (at least on the Nexus 4, didn't check the TF300 yet, but it's probably there).
Go to Settings > Display > Wireless Display.
But Miracast is still not widely adopted by the market, as it's hard to find compatible devices
on the market. =(

4.2 is selectable between phablet ui and the same one we have had in 4.1. I believe it is just a check box to go back and forth.

And actually now that I look closer there is a "users" option in his settings panel on the left so it has to be 4.2

Nexus 7 doesn't have miracast either, I believe it is partially hardware dependent. No amount of software tweaks will help if the hardware doesn't support it.
