Recently I have been getting insufficient storage space warnings. When I look in the storage settings however, it looks like I'm 'missing' 4gb. What might be causing this?

Exactly. The used space and available space adds up to about 8gb. The user total space should be far more than that as shown at the top.

Just checked and the things reported add up to about 7.9 GB. I'm not sure if the Android Runtime cache (or Dalvik cache in older versions) is reported there, but that will use up space, too, and I think it is in the data partition.
CLEAR cache. AND If you have custom recovery then clear dalvik also.
Do it again after a reboot. If issue not solved then you have to backup your data and Factory reset.
