Being new to this whole thing. If I flash a new ROM, the 5.10.29 up from 5.10.22, via TWRP will it keep all of my MIUI settings or will it wipe them?

I did it this way with wiping cache and dalvik cache BEFORE and AFTER the update. Worked fine for me - and kept all settings.

It depends on the update most of the time dalvik and cache are enough sometimes it's something along the line of :
Format cache, dalvik cache, system.
Flash ROM.
Wipe cache and dalvik cache.
Reboot.

Just a heads up, we should see a new build today due to bug fixes

1. Google play services might FC in some cases
Solution:
1) Turn off network and connect again
2) If solution 1) doesn't work, restrict the data usage of Google play services
3) If the above methods still don't work, uninstall Google play services

If you have more details about this then post here so I can mention in the xiaomi forum, or you can. But YouTube and download manager, then its not slow. If they disabled what you said, shouldn't everything be slow?

I have the same issue, anything downloading from the play store is about 300kb/s while downloading from websites or streaming video is 4/5mb/s

I've been reading so much information about this, but still I feel kinda lost There seem to be no clear directions about what TWRP to download and flash etc.
Does it matter what TWRP version you use when flashing this? Do you have a quick link to a compatible TWRP 2.8.7.1? I've looked at the thread on miui.com but it seems only 2.8.7.0 is available there?
Edit: Uh.. I found 2.8.7.1 v2 and v3 in this thread, will v3 be possible to use?

Edit2: Nevermind, I solved it all. Temporarily booted into TWRP 2.8.7.0 with "fastboot boot recovery.img". Did a backup, and then I flashed Xiaomi.eu ROM and SuperSU. Everything works fine Permanently flashed TWRP 2.8.7.1 v3 through Flashify. Is it better to use the Chinese Dev ROM, instead of the Xiaomi.eu ROM? Or are they basically the same?

Chinese Dev ROM has chinese apps and only english+chinese language.
Xiaomi.eu ROM is a "slimmed dev ROM" so basicly an unofficially custom ROM with a lot of new languages added and based on the (weekly) Dev stock rom.

Unfortunately there is Still no solution for the slow Playstore download, as well as document ui force close when picking something with snapseed for example!

Also National rolling for Austria needs updates to the framework-res.apk as well as spn-conf updates due to incorrect carrier names. Is it in any way possible to commit this changes some how?

You must switch to miui launcher, change your wallpaper and it will ask you where you want it to be applied (lockscreen, homescreen or both). Then switch back to nova
