It's a stable Beta, Pilot is a program for completely obsolete beta testers just like their site full of spam and untruths where the moderators don't do their job, namely reporting bugs to Xiaomi and that's a shame because a few years ago this site was great.
After their complete redesign of the site, many links have disappeared and even some models.

Do you know if it can be installed as an update on an device with locked bootloader?

Normally, nope.
But you can try by downloading the rom and then try from the update, 3 points at the top right, select the update file.
You take a considerable risk with the locked bootloader in the event of a bootloop, you will have to pay to recover your phone.

Thank you, OK I will steer clear.

Aside from this, I can't update using that approach of choosing a file; in the three-dot menu there is no option to use a local update file. Does the bootloader need to be unlocked for this? I'm not being offered any actual updates beyond 13.0.16.0

It seems to me that you have to tap the center of the screen several times for this menu to appear.
You must already install the one that I proposed to you.

And the Beta stable version has been offered to a few users without them being part of the Mi Pilot and the feedback is mixed.

I'm running 14.0.3 on a locked bootloader, and it runs great. No bugs for now, good battery life, very smooth.... they enabled the NFC icon again which is a great thing for me. Downside - control center is from MIUI12 which I didn't like very much

Fiz a atualização via normal pela central de atualização do celular para versão v14.0.3.0 miui 14 e desde a atualização o celular desliga quando termino uma ligação. Nem sempre.

Alguém mais está tendo o mesmo problema?

    That's it and sometimes the eager find themselves in bootloop and with a locked bootloader, you have to go to the checkout.

    What is MIUI Updates Tracker?
    An open-source project that automatically tracks Xiaomi MIUI ROM releases!
    MIUI Updates Tracker is a sibling project of Xiaomi Firmware Updater. Actually, XFU depends on it for getting new updates and make firmware packages.

    This thread will have MIUI updates of all regions (Global, EEA, India, China, etc), both stable and beta branches. The updates will be posted once it's detected and this first post will be also updated.

    Frequently Asked Questions:
    - Why?
    Because Xiaomi's official websites are too messy and not being updated regularly! You will spend a lot of time searching for a ROM on the official websites. You will also find the latest updates there, meanwhile, MIUI Updates Tracker has every single update of every device since 2014 organized and easy to access!

    - Are these official downloads?
    Yes! We don't touch updates' files at all. Actually, all download links are from MIUI servers directly, we don't have enough space to mirror more than 25K ROM files.

    - How to update?
    • Recovery updates can be installed using the official updater app inside your device settings, but keep in mind that only stable updates can be installed like this. If the update is a stable beta you might not be able to install it. After downloading the MIUI update, whether the incremental or the full one, open the updater from settings then click the 3-dots menu and choose Install from a local file, then select the downloaded MIUI zip. If you can't see this option, click on MIUI logo in the updater several times till you see a message that tells you more features have been enabled.
    • Fastboot updates can be installed using MiFlash official tool, but you must unlock the bootloader of your device first. Here's a good guide about flashing the official updates: Flash official ROMs | XiaomiWiki.

    - Excuse me. What is stable beta?!
    Basically, Xiaomi releases stable updates in gradual phases in which an update reaches some devices randomly but not all devices. Then, after some days if the update was stable enough they release it to everybody via OTA along with releasing fastboot package. In a nutshell, the update that doesn't have fastboot version is not a fully released stable update yet.

    - Can I flash an update of region X if I am using a version of region Y?
    No, to switch regions you will have to unlock the bootloader and flash the fastboot ROM of the region you want to switch to.

    - Which devices do your project support?
    All Xiaomi, Redmi, and POCO devices including China-only devices.
