INSTRUCTIONS

1. Download ROM
2. Boot into recovery {TWRP Recommended}
3. Wipe Dalvik Cache,Cache and Data
4. Install ROM
5. Flash Gapps
6. Reboot :fingers-crossed:

Yes you can flash it over RR-N
But you need to wipe system too before flashing MIUI9
And You can use any recovery
TWRP will work too
