Because: This mod mods the SecSettings.apk and the android.policy.jar to get the inkeffect mod (as well as enabling the 3 way reboot menu, crt, volume to skip and long menu press mods, if you want them). SecSettings.apk and android.policy.jar are also the locations for the AOSP Lockscreen mod so it means flashing nothing extra to get that mod.

Furthermore, it's not exactly making you go out of your way. It's not enabled by default, you're not flashing extra things for it so it's not a big deal to include it too.
