Like it is postet in op, copy the file to your phone, recovery and flash it...

Phone must be rooted with cwm/twrp recovery installed. Then flash the zipfile in recovery.

It is meant for Samsung´s rooted and deodexed 4.1.2 ROMs only,
I personally run it on Omega v43.3 Jelly Bean 4.1.2 XXEMC3!
EDIT: Some say it works on XXUFMB3 v4.2.1 too - U try...

I got S4 dump and catch tts/lang_SMT folder and
put four smt_ja_JP_f01 files into my system .

It' s the same . So I think this is maybe SamsungTTS.apk problem. Right ?

But I use 4.1.2 now. I can't use S4's TTS.apk or XXUFMB3's TTS.apk.

I want to know why Japan language cant be pronounced .

Not sure exactly. You said four? I thought there are five smt files for Japan language. Have you try installing SamsungTTS.apk from S4?

It doesn't work for me too. But some users reported it works. Maybe just placebo effect

Sorry. It's five smt files indeed. But Japan language cant be pronounced.
Portugal language can be pronounced. I also copy PT five smt files .
I am using 4.1.2 samsungTTS.apk . Portugal is normal But Japan is not.
SamsungTTS.apk from S4 seems can't installed on 4.1.2 S3 .

I try two dump file version.
one is Sam mobile releases I9500XXUAMCH System Dump
another is TekGadgt-S4-systemdump-root-deodex-03272013

do I need to try third ?

Both Portugal and Japan smt files you took from the dump files, but only Portugal language working properly. So I believe the Japan language is not fully supported or the files were somehow broken. Perhaps you can wait for S4 official rom to try again.
