I got my issue fixed had to start over and try again. worked this time not sure why it didn't before.

Use TWRP recovery or follow the manual installation steps listed in the OP.

I tried the manual method of replacing the APK in System/App but got a "permission denied" error when I tried to overwrite the file. What am I doing wrong? Thanks!

Make sure you mount system as R/W before trying to replace the files..

Thanks for the advice. Tried that but still getting the same error. I was using ES file explorer. Frustrating that it won't overwrite the old file.

try root explorer and you are rooted right?

Go into menu ##DATA# (3282) and press Edit. Then tap OK ONE TIME without entering anything, then bring up either terminal emulator or adb and use the command getprop ril.MSL
