-Extract the zip to sd card
-Using Root Explorer paste downloaded AccuWeather2013.apk and its .Odex to system/app and overright previous settings
-Reboot​

Edit: it worked when i just replaced the apk and kept original the odex file

Its just like as S5 Accuweather widget and full credits r given to member from where I get the sources.
I think u need to appreciate the work atleast or just carry on the improved development .
