You are right. Pardon my ignorance as I am new to this theming business. Where do I get the legacy instead of OMS? I really need to decrease the size of that ugly bar.
Its Rom side. Some Rom use oms ( you dont need reboot after changes ) other use legacy , the future is but oms. Legacy will sooner or later disappear.

You can use Stock with substratum, then you have legacy not oms

It's working for me on my Nexus 6p running latest Benzo ROM. Navbar height is set to 20.
Man I miss Benzo rom! I had a 6p and it had an accident. Now I have a 5x. May try and build it some time. :)

How? i gave permissions to substram, ensured kernel was set to permissive, applied the height, and it does nothing. Others in the thread seem to have similar issues. Is there any additional steps you took?

Well I can only think of two extra steps I took. After restoring my apps with Titanium Backup, I uninstalled then reinstalled navbar height using the .apk since I had restored an older version, afterwards I applied the height then soft rebooted and it worked.

Tried again with another rom (pure nexus - N edition) and running in to the same error. I think you lucked out with however you managed to get it working.
