Steps to fix Fix Network Issue [Oreo] & Sim Swapping Issue [Pie]

1. If you are on any custom based ROM or EU or Pie Rom, then downgrade you ROM to Any Miui Oreo (Clean Flash via MIUI Flash Tool Recommended)
2. After Booting the ROM Flash TWRP.
3. Paste the patch in the root directory of your device.
4. Boot into TWRP and Flash the patch.
5. Reboot your Device & wait for few seconds.

Congratulations You have Fixed the issue Sucessfully

Note :-
It will not work on pie based any Roms

will not work on any gsi even if it is based on oreo ???
am i right ??'
for me resurrection remix gsi based on 8.1 boots up propely but volte issue is there so anything can be done regarding that will be much helpful

no. volte is not available in framework of GSI. you can not enable it. it should be in rom.
but you can give a try to IMS.apk method , hope if it will work for you.
did not work for me.

I installed a Pie-based Xiaomi EU rom (10.3.2.0) on my Redmi S2 device and the network did not start when the device again loaded the oreo (10.3.1.0 global). Could this be a solution on the modem fix?

If above solution is not working then download fastboot rom.

Wipe system , vendor , data ,cache , dalvik cache .
Boot in fastboot mode.
Extract fastboot rom with 7z.
Flash using fastboot commands.
Ex. Command , fastboot flash (partition name) (filename)
Fastboot flash cust cust.img
Fastboot flash dsp adspso.bin
Flash following files extracted from fastboot rom.
cust = cust.img , modemst1 = dummy.img , modemst2 = dummy.img , cache = cache.bin , dsp = adspso.bin , NON-HLOS.bin , mdtp = mdtp.img , misc = misc.img .

Then flash xiaomi.eu Oreo rom. It should work.
Every rom has different solution.

I had the same Issue
I used USB OTG BTW
1. Extract the zip to a USB drive (using 'extract here')
2. You will find a file called 'run.sh"
3. In TWRP, mount usb-otg
4. Go to advanced->terminal
5. use

cd usb-otg

to enter the USB folder
6. type

./run.sh

7. Let it run
8. Reboot, wait 1 min before inserting SIM
This worked for me

Hard to tell, just do normal flash but use cmd, not miflash tool, then follow the steps
