Ever since I used kingroot I'm getting that status. "modified system"... So in hopes of fixing it, I ran all the otas from 5.0 to 6.0. Still there. How can I finish rooting?

I can't. I need temp root first
I don't understand, my brother owns a HTC one m9 Verizon and he just went ahead to unlock bootloader from htcdev ,although its not an m8 but it should be the same plus I unlocked my own sprint without issues and sprint can be a pain I'm contrast to vz what exactly is the response when you try to unlock bootloader

Because there is a patch that prevents it from unlocking

It isn't the same, unfortunately. Verizon M8 is specifically blocked from unlocking the bootloader via HTCDev.com. This applies to the Verizon version M8 in particular. The only way to root that device is s-off by sunshine. I already pointed that out to the OP at least twice.

Yes you can

First flash lollipop firmware for Verizon ensure you pick for VZ not international or gsm or sprint orelse you will brick your radio or your device

Then run lollipop RUU

You cannot downgrade by RUU with s-on, say right in thread you linked if you read through it.

I remember back in the day on other htc devices, you could incrementally downgrade to a previous Android version. Sigh.
