why every time i flash customrom during setup it promt endlessly moto action have been stopped.. anyway to fixed it?

Never had that happen particularly but I did notice something early on with Oreo (for me anyway). It seems that sometimes the package installer isn't working on first boot so I usually get the same XYZ has stopped stuffed. If I'm able to bypass the setup wizard (for whatever reason) and try to install a tool or app, it would fail.
What I do now as part of my SOP, after flashing and first boot, waiting some seconds to settle. I might get a couple of some app has stopped messages.
Reboot.
After that I get no stop messages and everything works as expected.
