You have two options really

Leave it bootlooping in the hope it will start normally eventually

Or try booting into safe mode from the bootloader menu

You didn't say what you were doing to cause the bootloop or if you feel it has happened for no reason

Really the best thing to do is format data/factory reset in recovery mode
It's not possible to save your app data any other way if your device does not start normally although you might be able to adb pull personal files with the phone in recovery mode but I'm not sure if stock recovery requires you to have already enabled adb debugging first. If it's not enabled there's no way to enable it without the phone being able to boot normally as your bootloader is locked

Thank you for replying I think due to lack of space the android was unable to launch the launcher maybe that's the reason the phone has gone into this loop [ Moto Image -> Boot -> Moto Image ] .
Is there by any means i can save the user data?

Put phone in recovery mode by selecting recovery mode from bootloader menu
At android screen hold Vol up and press power button to access menu

Connect phone to PC - if you can access files transfer them
If not try and adb pull the files although as previously stated you may require adb debugging to be enabled on your phone - if it's not already enabled its impossible to enable it without booting your phone with a locked bootloader

If either of these two options fail the answer is no
