First install whole ROM (everything)
And you may pass recovery and boot partition flashing without warning and error

Try lock boot loader with lock command

yes you need to find signed firmware try this links
so far we only know your factory firmware is MPL24.246-45 (i didn't found eu but other results is this):
unfortunately you need to try all of them to find your factory one i recommend you to start with ROGERS then continue in priority with BELL, TELUS , BRASIL

I have the XT1650-01 Verizon variant with (permanently) locked bootloader. Three questions:
1.) Which of the files in the OP is the Verizon Nougat update,
2.) Am I able to use it to upgrade to Nougat while leaving the old / MM bootloader intact, and if so
3.) How do I use the zip file to perform the update while protecting the existing bootloader?

Where did @janjan start to build its 246-45 rom? One of the 5 (APAC-India, ROGERS, BELL, TELUS , BRASIL) available 246-45 or something else?

I've idea for you try this:
Install latest reteu firmware and forget about warnings
Flash everything, gpt boot modem ... With rsd
Then let new OTA came to your device (45) install that OTA
And now try to lock bootloader with command
Already tried that way I think.
Fastboot always ask for a rom to be flashed. And this Rom has to have signed boot image!

Understood, but whatever Rom is on the phone, fastboot require a rom to be flashed after the oem lock command. This is 100%. Done several time.
