Multi touch Issue

I am having Multi touch problems I have been ignoring this in the beginning but now it has started to annoy

Like you guys can see.... the 2nd finger response(Movement Controls) just disappears.....I have tried many multitouch test apps ruling out that this is a bug on the app side
I have switched from roms to rom and then to stock...but this situation persists
please can anyone provide a fix
