You wont be able to flash ROM from a pc via otg cable to your device while it is in recovery mode. What you can really do is sideload an update zip onto your phone using adb and then flash the zip using the recovery itself.
Or are you talking about OTG stick, if so, please mount usb otg in the Mount table.
