This is based on Samsung rom. So yes, it works. Where did you get this idea of it won't work.

Gmail bookmarks are syncing successfully on the stock browser of this Rom....no issues for me whatsoever. Try clearing cache and data for browser in setting>App Manager>Internet Browser

for some reason this only happens when i use hot reboot app to reboot. if i reboot normaly its fine, but i like to use the hot reboot app since it's faster...

Your problem isn't normal, because after using the app the phone loads the default csc settings.
Try to change the default language in system / csc folder:
- customer.xml
- language.xml
- others.xml
focus on this lines:
<Country>your choice</Country>
<CountryISO>your choice</CountryISO>
<SalesCode>your choice</SalesCode>

Swedish is missing from my CSC collection.swedish
Must download the Swedish Firmware from sammobile, so it takes a bit longer...

sales_code.dat and customer.xml attached.
The attached customer.xml is for 3 SE network if it's your network, then you can use it.
Others.xml it's included too, but if you change it, then you will lose the CSC features from xperiacle.
Normally must do Factory data reset if you want to change the CSC defaults.
But first try to change the needed lines, then restart your phone.
Then try your hot boot method.
