You can simply go to
Settings >
About phone >
Cyanogenmod Updates and set the frequency and update type (I'd recommend All types).
If it's a software issue you can try the following
1. Reboot to recovery, wipe both cache and Dalvik cache, reboot.
2. If the cache/Dalvik cache thing doesn't do the trick, I'd recommend that you back up all the data you'd like to keep (preferably on external media - Ext SD card, USB stick, computer, etc). You can then completly wipe the device from recovery and re-install CM from scratch (clean installation).
If the situation still doesn't change, it may be a hardware issue.
All I can suggest in this case is to download a stock ROM for your country (if you want to stay on the JB bootloader download a 4.3 ROM) from samfirmware.com and install it through Odin, then take the device to a Samsung service centre and see whether they can repair it under warranty.
