Bro, it's asking for drive permissionif you are indeed a TMO OnePlus 9 Pro LE2127 with Unsupported TargetID IN, then what I am about to give you a link for EU should work. Try first with default settings and if that doesn't work try with SHA256 unchecked and Use Lite Firehose checked. By all rights this should work to get you on EU firmware!

The only suggestion I have left is to uninstall the current drivers, download "latest" drivers and install them one by one with windows driver signing disabled and rebooting the PC in-between each install and before re-trying the MSM tool again. Other than that I am out of ideas. Sorry my friend. That MSM should have worked... Maybe download the global firmware, extract it download enhanced fastboot and install the payload.bin from the extracted firmware with fastboot enhanced!??

Do you have a water mark in the lower right corner of your PC screen indicating test mode or something like it?The only suggestion I have left is to uninstall the current drivers, download "latest" drivers and install them one by one with windows driver signing disabled and rebooting the PC in-between each install and before re-trying the MSM tool again.
didn't understand..this process
are you talking about windows?Do you have a water mark in the lower right corner of your PC screen indicating test mode or something like it?
yeas i use fastboot enhance with payload bin. lost network and why device ID same as TMOB LE2127.Ok, then uninstall the OnePlus USB and Qualcomm drivers from PC, then Google search for latest OnePlus and Qualcomm USB drivers, download them. Reboot PC, install op USB drivers, reboot PC, install Qualcomm USB drivers, reboot PC, then go through the MSM process. I know it is a lot of work, but sometimes it has to be done to eliminate possible problems. I don't understand the network issue when you tried to flash global before. Did you use fastboot enhanced with payload.bin?
When you say you lost network you mean cell data and wifi?yeas i use fastboot enhance with payload bin. lost network and why device ID same as TMOB LE2127.
even i flashed the indian firmware which was before flashed and was everything ok with ID LE2123 but now i flashed same flash file but i got network disabled, and device id LE2127
