You might struggle to find a file/rom to do this.I don't even know if it's possible.Small phone shops can usually replace the USB ports.

There videos on Youtube that can help you do it yourself if you can find a replacement usb port,

I realize this is a late reply, but I just happened to read your issue. I had an identical problem with a Moto E (2nd Gen) -- damaged USB port. (My device would charge, but would not establish a data connection with my PC.) With some YouTube guidance and some rudimentary knowledge on schematics of the logic board, I was able to splice into a micro USB cable and connect the necessary data wires (yellow and green) directly to the USB solder points on the board, then connecting the male USB-A to my PC, thus initiating a successful fastboot connecton and the ability to flash TWRP. From there I was able to flash a custom ROM and recover my device. Anyway, I just wanted to share my experience in resolving the issue. Hope you can get it recovered my friend.
