Unlocking the bootloader correctly involves running both commands, one after the other. So many people have had issues related to only performing one or the other. Do both! There is a very good sticky guide by Nathan Chance, with step by step instructions on how to properly unlock and more. First, you need to make sure you are using the absolute latest fastboot and adb binaries HERE. After unlocking, follow the instructions carefully on getting TWRP installed. It is a two-part process. You need to download two binaries. From the PC you fastboot boot the image file, and then from the phone you use TWRP to install the TWRP zip file. Once you are unlocked and have a custom recovery installed properly you can look at ROMs. Each ROM will have specific installation instructions including rooting if required.
