Need to unlock Lumia 820?

Hello, i have a lumia 820 that i scanned with ATF tool and i get following info:

Which network is it locked to and how to unlock it?
Also, it doesnt matter how many times i enter wrong code, it still says 10 attempts left and the asks for PUK code? I have tried with differrent simcards still same problem....

Looks like you are locked to Movistar Mexico. Either you talk to Movistar or google how to unlock.
