Network Speed Problems

Any time I run a speed test being either on WiFi or LTE the speed test will shoot to the speeds it should get for less than a second. Than the speed will drop and drop and drop. With my 2 year old htc one testing lte network I average between 40 to 50 mbps. The fastest the edge hit was 30 once averaging around 20. And my network speeds at home are 58/28. On ipad, iPhone, tablet, and htc one all achieve such no problem. The edge hasn't made it past 26 and averages 15-20. Anyone have any idea what could cause this? Could it be a problem with the phone itself? Thanks.
