Where did you found a word "Tango"? It says "SDK 7.1.1" (means minor update, not a major)...

Exactly, Tango is a minor update, something like NoDo was.

One new API change is that some of the generic background agents will not be available for low end devices (256 MB). Details can be found here:

Also, this SDK does not include a go-live license so you cannot publish apps to the marketplace using this SDK.
