Just came to know about this. Updating the phone to support security level L1 requires authentic pc connection so phone has to be sent to service center to be updated.

I won't exchange my unlocked bootloader, twrp and root just for Netflix and other HD contentis it worth? spend 1-2 weeks without phone for an update.

I think it's only with an oos based rom possible cause without locked bootloader it won't be possible in my opinion and regarding the statement of oneplus.This update is needed/convenient for users that are using a not OOS based custom ROM?

This update will survive wipes, and can surely be used for OOS based ROMs, OnePlus told me that rooting, unlocking the bootloader will not break the update again and that it is going to stick when on custom ROMs (they haven't guaranteed it tho). The reason why we, users cannot do the update ourselves, is because of Googles requirements - the executing PC must be authenticated to to generate special keys, which are unique to each and every device. It is inconvenient, but it's the only way OP can execute the update.Thanks it seems that you dealed with a support worker with little knowledge.
I dont think the "update" would surfive a full wipe as there are no extra partitions/chips to write to that we ourselfs cannot. If i'm wrong please do tell..
