As there is no collection of Nexus 4 bootloaders yet I decided to do so. I only pull bootloaders out of the OTAs so if there is a new version available only as factory image I don't provide you a flashable zip. Also please note that only build numbers with a factory image are listed here (to see a full list in which version which bootloader was the current one have a look on the XDA wiki)

makoz10l (Android 4.2/4.2.1 JOP40C/JOP40D): MF Box (MD5: B78870E4857CF1A4F7A0F3AC1AFAABE0)
makoz10o (Android 4.2.1/4.2.2 JDQ39): MF Box (MD5: CF0CD559BA5A1C565A6216AA9E1C3DE3)
makoz20i (Android 4.3 JWR66V/JWR66Y): MF Box (MD5: 4F01BC2005D5D6324DF75397940B1B8E)
makoz30d (Android 4.4/4.4.1/4.4.2/4.4.3/4.4.4 KRT16O/KRT16S/KOT49E/KOT49H/KTU84L/KTU84P): MF Box (MD5: 231391520593C16647470489947303C0)
makoz30f (Android 5.0/5.0.1 /5.1/5.1.1 LRX21T/LRX22C/LMY47O/LMY47V/LMY48I/LMY48M): MF Box (MD5: C0AF26796FB8C5868F040635F9D12077)

MF - Mediafire
Box - box.com

Flashing is at your own risk! I am not responsible for bricked phones.
In my opinion the flashable zip is as risky to flash as an OTA update as it uses the same commands.

Thanks to:
efrant for also providing flashable bootloader zips and helped me to fix a really stupid bug

Which bootloader is this?

As there is no collection of Nexus 4 bootloaders yet I decided to do so. As there is for me only one bootloader available (I don't have the bootloader from the pre-release ROM) I only can provide it to you at the moment. But I will add more bootloader as soon as they are out.

makoz10l: flashable zip (MD5: 1E68F9739D6F6D16C2610FB419998E1A)

I will also try to make a PC program for that which is easy to use. As it is ready it will be added.
Is this the bootloader from 4.2.1?

Yes it does but at the moment I'm very busy so I will update this thread in 2 or 3 weeks.

The nexus devices are meant to be sent without any carrier intervention. I ordered mine from T-Mobile, where they love to lock you out, however rooting my nexus was easy as paranoid pie

thnx in davance :)
Unsure. Some Nexus devices in the past have had carrier SIM locks. (Mostly Orange and Vodafone I believe). I most cases, Nexus devices are not carrier SIM locked.

what's the different between the two version?
I too am wondering this exact question. I am currently on makoz10l. I'm tempted to switch however I don't know if I'll even benefit from it aside from it being a newer bootloader.

If someone could shed some light on the differences between the two or how we would benefit from the newer bootloader I'd be most thankful. I will click thanks

z20i is definitely working. Another confirmation.

Is it just me or does it look like they increased the font size in fastboot mode? lol
